Resolutions are passed by City Council to formally express opinions, set administrative policies, or authorize specific, temporary actions—such as budget approvals, personnel policies, or directing staff—that do not require the permanent, legally binding weight of an ordinance. Resolutions often take effect immediately and are used to guide city operations, support legislative agendas, or manage municipal property.
